According to the spec

// incorrect and this breaks using hasAttribute
//  ele.hasAttribute(foo) is true regradless of the vaule inside
<div foo='true'></div>

// correct - can use hasAttribute('foo') to determine flow control logic
<div foo></foo>

Except when dealing with aria attributes

// correct
<div aria-busy='true'></div>
